Regulation (EU) No 1272/2008, commonly known as CLP—an acronym for Classification, Labelling, and Packaging—introduces in the EU market the harmonized GHS classification system for hazardous substances and mixtures. It requires Manufacturers, Importers, and Downstream Users (e.g., Rebranders) to classify, label, and package substances and mixtures appropriately before placing them on the market. This regulation is fundamentally important for Safety professionals, compliance and regulatory officers, and public health authorities working to minimize the risks associated with the use of chemicals.
CLP regulates not only the Chemical Industry, which is clearly the most directly involved sector, but it is a cross-cutting regulation affecting all industrial sectors that use hazardous substances and mixtures and for various applications: from manufacturing of paints and coatings, to the Textile Industry, agricultural compounds, and even the Pharmaceutical and Cosmetic industries concerning bulk raw materials used in the manufacturing process. At first glance, it may not be easy to navigate legislative analyses to clearly identify obligations and responsibilities. For this reason, one of Flashpoint’s most requested services is preliminary analysis, which can include REACH-CLP Audit conducted at the client’s premises, as well as our telephone assistance service, which is not only provided during the initial phase but also as ongoing support. Our team of specialized experts is always available to address doubts and answer specific questions, even during the subsequent compliance maintenance phases.
We offer our expertise for proper Labelling and Classification according to CLP criteria, even during testing analysis phases, for which we collaborate with a wide network of ISO 17025 certified Laboratories to determine the necessary data. The classification service extends to authoring Hazard Labels and Safety Data Sheets (SDS) for substances and mixtures, essential steps for communicating risks to consumers and professional users of the products in accordance with harmonized regulations.
Among the most requested services is C&L Notification under Article 40, which is required of EU Manufacturers or Non-EU Importers when placing on the market for the first time a substance subject to REACH registration or a substance falling under the scope of Article 1 of CLP (meeting the classification criteria as hazardous, either as a standalone substance or as a component of a classified hazardous mixture).
In parallel, we provide the PCN Notification service under Article 45 of CLP, which also includes the introduction of the UFI Code, a critical element for managing emergency health responses.
